When I've self drafted linings for the Paris Skirt etc, I've just taken out big pleats and just put a couple of darts in instead. For something where you want body, I'd recommend something like the Tilly Clemence skirt - just do a casing and stick some elastic through. It depends on body shape and how much oomf you want your skirt to have.
